The City of Elizabeth City and most of Pasquotank County’s land area have been designated by the North Carolina Department of Commerce as a “State Development Zone.”
As authorized by North Carolina General Statute 105-129.3A, the purpose of a State Development Zone is to provide economic incentives to stimulate new investment and job creation in economically distressed urban area.
State Development Zone tax credit enhancements are described on the Department of Commerce web site with additional information about the William S. Lee Act. A description of the Zone Improvements Projects program may be found on the Division of Community Assistance web site. This program provides tax credits for donations to certified projects to improve conditions in high poverty areas of State Development Zones.
