Planning Board

The Pasquotank County Planning Board meets the fourth (4th) Thursday of each month or as required. Each meeting is held in Courtroom “C” on the second floor of the County Courthouse located at 206 East Main Street in Elizabeth City. Meeting time is 7:00 PM. The County's Planning Board consists of seven (7) members from throughout the County. The Planning Board's basic function is to make recommendations to the County Commissioners on planning related issues: subdivision reviews, rezoning requests, and land use ordinance amendments.

The Board of Adjustment
 The Pasquotank County Board of Adjustment meets the fourth (4th) Tuesday of each month when a case is to be heard.  Each meeting is held in Courtroom “C” on the second floor of the County Courthouse located at 206 East Main Street in Elizabeth City.   Meeting time is 7:30 PM.  The County's Board of Adjustment consists of five (5) members from throughout the County, with two (2) alternate members.   The Board's function is to hear and determine cases relating to the Zoning Ordinance; i.e. Special Use Permits, Variances, and Appeals of  Zoning Officer's Decision.

Special Use Permits

A “special use permit” may be issued for certain property uses as depicted in Article 7, Table of Permitted Uses of the Zoning Ordinance.  Special Use Permit petitions shall be reviewed by the Board of Adjustment to determine if the requested use can be developed without negatively affecting surrounding properties.  There is a nonrefundable application fee.


A "variance" is a permit which allows a deviation from a development standard in unique situations generally related to lot size, shape, or geography.  The request to be considered, as an exception to the rules, must be heard by the Board of Adjustment.  The Board will determine if the Variance will be granted or denied.  There is a nonrefundable application fee.


Individuals aggrieved by the interpretation or enforcement of the Zoning Ordinance by County Staff members may appeal the interpretation to the Board of Adjustment.  There is a nonrefundable application fee.
